The Overarching goal of the job and wealth creation Scheme is to change lives, shaping destinies and equip participants with the technical know -how, the vocational /technical skills, values and resources to become self- employed and employers of labour.

The strategic wealth creation and provision of jobs for all Deltans, the main policy thrust of Governor Ifeanyi Okowa's SMART Agenda, are synonymous with entrepreneurship. In the face of the current economic downturn when it is no longer possible for most State in Nigeria, including Delta State Government, to recruit unemployed youths into Civil service, entrepreneurship has become the way out of employment. It is the sure road map to economic diversification.
