The ceremony which held at the Unity Hall, Government House, was witnessed by top government functionaries that included the Deputy Governor of Delta State, Barr Kingsley Otuaro, former Governor of Delta State, Dr Emmanuel Uduaghan, Delta State Peoples Democratic Party Chairman, Barr Kingsley Esiso, Federal and State lawmakers, members of the State Executive Council, Chairmen and members of Statutory Boards, Political Appointees, pressmen and other dignitaries.
