DELTA STATE HOUSE OF ASSEMBLY(DTHA) COMMITTEE ON DESOPADEC PAYS WORKING VISIT TO COMMISSION. By Owen Nero

The Delta State House of Assembly (DTHA) House Committee on the Delta State Oil Producing Areas Development Commission DESOPADEC led by its chairman Hon. Daniel Mayuku today paid a working visit to the Managing Director/Chief Executive Officer of DESOPADEC, Olorogun Williams Makinde in the council chambers of the Warri Area Office of the Commission accompanied by other honorable members of the Committee which Include, the vice chairman Hon. Azuka, Hon. Daniel Yingi, Hon. (Bar.) Samuel Mariere, Hon Peter Uviejitobor, Hon Preyor Oboro, Hon Angela, Nwanka and Hon. Johnson Erijoe.

The DESOPADEC boss, Olorogun Williams Makinde in his welcome address noted that he and the entire board on behalf of the board chairman, Hon. Godwin Ebosa are excited by the visit of the Delta State House of Assembly (DTHA) House Committee on Delta State Oil Producing Area Development Commission (DESOPADEC) led by its Chairman, Hon Daniel Mayuku in exercise of its oversight functions which is aimed at bringing a workable synergy to the commission.

Olorogun Makinde particularly expressed happiness over the fact that the committee members are experienced people, vibrant, understanding and very familiar with the challenges of the commission, adding that he is convinced that they have the resolve to help, DESOPADEC better in delivering on its mandate.

He asserted that the management is aware that the oversight function of the Committee includes the review, monitoring and supervising of the commission’s programmes, activities and policy implementation.

He also acknowledged that the DESOPADEC management is aware that the Committee has the capacity to encourage and midwife the policies and programmes of the Commission to a huge success with the presence of the likes of Hon. Mayuku as the chairman, Makinde said the commission have no doubt in their minds that they are heading to positive ends.



He seized the auspicious opportunity to congratulate the Speaker Delta State House of Assembly, Rt. Honourable Hon Sheriff Oborevwori, the committee Chairman, and the Honourable Members for their appointments.

Olorogun Williams Makinde informed the Committee Members, that this Governing board has a peculiar structure different from what obtained in the last board. This board he said has a Chairman, a Managing Director who is the Chief Accounting officer, Four Executive Directors and Eight nationality representatives who were appointed by His Excellency Senator Dr. Ifeanyi Okowa in August 2015.

Going down the memory lane the DESOPADEC boss explained that the board on assumption of office was immediately faced with the challenges of over staffing, funds constraint, office accommodation problems for staff, management and their aides, huge debts, owed to contractors, uncompleted and ongoing projects as well as expectation of high performance from all stakeholders. According to William Makinde, the were also the issue of ethnic cleavages and balancing in the running of the commission, coupled with the administration adjustment to the new structure of the board.

He disclosed that in line with the State Government SMART Agenda, the main trust of DESOPADEC is the provision and development of infrastructures which are ongoing in its core mandate areas.

Makinde also apprise the committee members that the board inherited and completed many projects, besides the new ones awarded which are ongoing.

He entreated the Honourable Members of the committee on DESOPADEC to put their arts together and stabilize with a firm legislation on the way forward for the commission. He emphasized that in so doing the oil producing areas, the staff of the commission and indeed the Delta State Government will be better for it.

In summation Makinde stressed in his welcome address that the request is a passionate appeal for the committee to take it as a critical responsibility to negotiate a better course to deliver on its core mandate in terms of adequate budgeting and release of funds to the commission.

Hon. Daniel Mayuku the Chairman House Committee on DESOPADEC in his response to the MD welcome address, observed that the primary purpose of the working visit was to introduce the members to the board management officially and to find out from the MD the areas where they can be of help to the commission in the process of carrying out their oversight function as lawmakers in the state.

He promised that with an effective interface between the management and the committee the issue of bottlenecks in budget delay would be a thing of the past as the committee is ready to fast track the process involved in DESOPADEC service delivery system.

Mayuku promised that the committee will fully cooperate with DESOPADEC to position it for better service delivery to the oil producing communities, in line with the state government smart agenda of Governor Ifeanyi Okowa.
